yea its pin 2 mate what does it actually need to be connected up to/runnin to?i found it like that taped up a while back but never bothered until now

Not sure what it was for originally but i always cut it and connect rev counter to it, never caused any issues :D

Rev counter like you said.

It provides a signal like the one that a coil picks up.
Some later digital rev counters won't work on the EDIS signal. So some use a signal from the management.
In which case, this wire is surplus.
